유닛 하나를 국가 지표로 읽는 법 — SDG 2.4.1의 11개 하위지표와 AgDome 운영 데이터의 대응

요약 — SDG 2.4의 공식 지표 2.4.1은 "생산적이고 지속가능한 농업이 차지하는 농지 비율"이다. FAO는 이를 농가 단위 설문으로 11개 하위지표를 3등급으로 판정하고 면적으로 집계하는 방식으로 측정한다. 이 노트는 하나의 질문을 던진다 — 통제된 생산 유닛(AgDome)을 하나의 농가로 보았을 때, 운영체제(AgOS)가 기록하는 데이터는 11개 지표 중 몇 개를 설문 없이 답할 수 있는가. 결론은 "환경 5개는 센서가, 경제 3개는 계약과 장부가, 사회 3개는 여전히 사람이 답해야 한다"이며, 그 경계가 곧 AgUni가 다음에 해야 할 일이다. 근거로 쓴 수치는 성격(설계 사양 / 운영 실적 / 연구팀 비교시험 / 운영 데이터 기반 추정)을 구분해 표기했다.
I. 문제 — 회복력 있는 농업을 "했다"와 "면적을 늘렸다"의 차이
2025년 4월 하노이 APEC 워크숍 발표를 기록한 첫 글에서 이렇게 썼다. SDG 2.4는 "회복력 있는 농업을 했다"가 아니라 "회복력 있는 농업의 면적을 늘렸다"를 요구한다. 그리고 그 환산 방법을 다음 리서치 노트의 주제로 남겼다. 이 노트가 그 약속이다.
문제는 단순하다. 기업은 자기 언어로 성과를 말한다 — 수확량 증가율, 에너지 절감률, 병해충 발생 건수. 국가는 유엔 언어로 보고한다 — 2.4.1의 면적 비율. 이 둘 사이에 번역이 없으면 기업의 성과는 국가 통계에 잡히지 않고, 국제기구는 그 기업이 무엇을 하는지 판정할 기준이 없다. 국제 협약과 이니셔티브 안에서 자리를 만들려는 기업이 가장 먼저 해야 할 일은, 자기 유닛을 유엔의 자로 재는 법을 스스로 보여주는 것이다.

II. FAO 방법론 — 2.4.1은 어떻게 측정되는가
관측 단위는 농가(agricultural holding)다. 국가 평균이 아니라 농장 하나하나를 평가한다. 데이터는 표준 농가 설문으로 수집하며, FAO가 설문지와 조사원 매뉴얼을 제공한다.
11개 하위지표가 세 차원에 걸쳐 있다.

판정과 집계. 각 하위지표는 농가별로 "바람직 / 수용 가능 / 지속 불가능" 3등급으로 판정된다. 국가는 하위지표별로 "수용 가능 이상"인 농가의 면적 비율을 대시보드로 보고하고, 종합적으로 지속가능하다고 판정된 농가의 면적 비율을 2.4.1 값으로 낸다. 2.4.1은 "잘한 농장이 있다"를 세지 않는다. 어떤 면적이 11개 조건을 동시에 통과했는가를 센다.
III. 근거 — 이 노트가 쓰는 수치와 그 성격
판정에 앞서 근거의 등급을 밝힌다. 네 종류의 수치를 쓰며, 서로 섞지 않는다.
(A) 설계 사양 — AgDome 표준 유닛(1,000평). 100m × 34m × 17m(내부 94m × 30m × 15m, 바닥 3,300m²), 양압 0.8–2.5%(평상 15 mmHg, 최대 25 mmHg), 설계 풍속 128 km/h, 온도 범위 −40 ~ +60°C, 이중막 PVDF 코팅 막재(인장 2,000/1,200 N/5cm), 송풍기 8,000 CMH × 7.5 kW × 8기, 지열 덕트 기반 냉난방, 3중 공기청정 필터, 비상발전 60 kW, 내구 20–25년, 무주(無柱) 구조. 다단 토경재배 모듈(Growide) 최대 5–10단, 근권 가압 통기·지중관수.
(B) 운영 실적 — 화성 AgUni 밸리, 2023년 이후 26개월 상업 운영. 1,000평 유닛 기준 에너지 비용 월 150–200만 원 — 이중막 공기층의 단열 효과만으로 동급 유리온실 대비 30–40%, 지열·수열 하이브리드 냉난방을 합하면 약 70% 절감(AgUni는 일관되게 보수적인 수치인 70%를 쓴다); 상시 관리 인력 2명, 수확 피크 시 최대 10명(동급 유리온실 15–18명 대비 피크 기준으로도 약 47% 절감); 화학 농약 미사용·병해충 발생 0건; 하절기 최고 45°C(환기 없는 비닐·유리온실 80°C); 오전 10시 CO₂ 300ppm 이상 유지; 동일 구조 3회 재현. 2025년부터 A/B/C/D동 환경(외부·내부·내외피·근권) 데이터를 일 단위로 기록하고 있다.
(C) 연구팀 비교시험 — 2024–2026 화성. 작물연구부서가 처리구·대조구 데이터 구조를 표준화(작물·종자·재배·생육조건·토양·양액·광·기압처리·생장·수확의 11개 항목군)해 운영한 시험 중 공개 가능한 것:

(D) 운영 데이터 기반 추정 — 유닛 산출 모델. 1,000평 유닛의 실재배 면적 900평, 10단 다단, 연 6작기를 기준으로 한 마치현 모델은 연 270톤/유닛이다(포기당 50g × 100포기/평 × 900평 × 10단 × 6회). 이 수치는 두 차원으로 나눠 읽어야 한다. 단층·동일 재배면적 기준으로는 노지 대비 1.5–3배 — 환경 제어의 효과만으로, 작기 단축 6–10%, 주당 수확 증가, 계절에 묶이지 않는 연중 작기가 합산된 값이고 AgUni가 그동안 써온 "150–300%"와 같은 기준이다. 여기에 단수 효과를 더해 바닥면적 기준으로는 3–6배로 추정된다 — 작물과 단수, 현재 가동률(설계 CAPA 대비 약 1/3)에 따라 폭이 크며, 이전 자료의 "1.1–6.4배"는 이 두 차원을 한데 묶은 범위다. 생육 촉진은 두 가지 근거를 구분한다: (C)의 와사비 시험에서 처리구/무처리구 증가율 비는 지표별 1.2–1.4배이고, AgUni가 써온 "약 1.8배"는 근권 가압 통기 약용작물 시험(발표 준비 중)의 값이다 — 작물·지표에 따라 1.2–1.8배 구간으로 제시하는 것이 정직하다. 물 사용 −38%(지중관수·순환)와 유닛당 연 1,000–1,450 tCO₂e(D-MRV 기준, 방법론 공동개발 중)는 설계 목표다.
(A)는 공학 사양, (B)는 자체 운영 기록, (C)는 연구팀 시험, (D)는 추정이다. 아래 판정에서 (D)는 등급 근거로 쓰지 않는다.
IV. 대응 — AgDome 유닛을 하나의 농가로 놓으면
AgDome 한 유닛을 하나의 농가로, AgOS를 그 농가의 장부이자 센서 기록으로 놓고 11개 지표를 하나씩 대응시킨다.

1번의 분모에 주의한다. 다단 토경재배 유닛의 "면적"을 바닥 면적으로 잡으면 노지 대비 생산성이 과대평가되고, 재배 면적(다단 합산)으로 잡으면 비교 가능성이 흐려진다. AgUni는 바닥 면적(3,300m²)을 분모로 쓰고 재배 면적을 병기하는 것을 원칙으로 제안한다. 보수적인 쪽이 국제 보고에서 신뢰를 산다.
IV-3. 사회 차원 (9–11) — 여전히 사람이 답해야 하는 영역

이 세 개가 이 노트의 핵심 발견이다. 기술이 아무리 정밀해도 2.4.1의 사회 차원은 사람과 문서로만 답할 수 있다. 어느 나라든 AgDome 유닛이 국가 2.4.1에 기여하려면 현지 운영자의 임금, 그 가구의 식량 상황, 토지권이 함께 기록되어야 한다. 이것이 AgUni가 해외 프로젝트에서 "현지 소유자"를 사업 주체로 놓는 이유와 정확히 겹친다. 소유자가 현지인이어야 11번이 통과되고, 운영자가 현지인이어야 9·10번이 의미를 가진다. 울란바토르 필드 리포트에서 쓴 "누가 그 땅의 상태와 생산성과 공유 가치에 대해 시간을 두고 책임질 수 있는가"는 이 지표의 다른 표현이다.
V. 결과 — 11개 중 몇 개인가

11개 중 7개는 설문 없이 유닛의 기록으로 답할 수 있다. 2개는 번역 규칙이 필요하고, 2개는 유닛 밖의 사람과 문서가 필요하다. 이 비율은 통제환경 농업이 국가 지표에 어디까지 기여할 수 있고 어디서부터 사회 설계가 필요한지를 그대로 보여준다.
VI. 함의 — 세 가지
첫째, 유닛은 "설문 없는 농가"가 될 수 있다. FAO 방법론의 가장 큰 약점은 데이터 가용성이다 — 2022년 FAO가 27개국 134명을 훈련했지만, 첫 보고 주기에 일부 지표라도 낼 수 있는 나라는 소수였다. 운영체제가 7개 지표를 자동 기록하는 유닛은 국가 통계청 입장에서 설문 비용 없이 2.4.1을 채울 수 있는 관측점이다. 이것이 AgUni가 각국 정부에 제안하는 "dMRV-ready 증거 인프라"의 실제 의미다.
둘째, 면적을 늘리는 것은 유닛을 복제하는 것이다. 2.4.1은 면적 비율이므로 한 유닛이 11개를 통과해도 국가 수치는 거의 움직이지 않는다. 지표를 움직이는 것은 통과하는 유닛의 수이고, 그래서 표준화와 복제가 임팩트의 조건이다. "화성 유닛의 결과가 다음 유닛의 기준이 된다"는 문장은 마케팅이 아니라 2.4.1의 산술이다.
셋째, 사회 지표가 프로젝트 설계를 결정한다. 9·10·11번이 유닛 밖에 있다는 사실은 해외 프로젝트의 지분·고용·토지 구조를 처음부터 2.4.1에 맞춰 설계해야 한다는 뜻이다. 기술 이전이 아니라 현지 소유 — 이 원칙은 윤리의 문제이기 전에 지표의 문제다.
VII. 한계와 다음 작업
- 이 대응표는 AgUni의 자체 해석이며 FAO나 통계청의 검증을 거치지 않았다. 6·8번의 "관행 등급" 번역과 1번의 분모 정의는 국가 통계 담당자와의 협의가 필요하다.
- (C)의 시험은 자체 시험이며 표본이 작다(구당 8개체). 학술 발표와 제3자 검토를 거친 뒤 v1.1에서 갱신한다. (D)의 배수는 작물·단수·가동률에 따라 폭이 크므로 "3–6배"라는 구간으로만 제시했다.
- (B)의 운영 실적은 자체 기록이며 제3자 검증 전이다. D-MRV 연동이 완료되면 검증 기관 표기와 함께 갱신한다.
- 2.4.1은 국가 보고 지표이므로 기업이 "달성"할 수 있는 것이 아니다. 이 노트가 주장하는 것은 기여의 경로이지 달성이 아니다.
- 다음 작업: ① 센서 값 → FAO 3등급 번역 기준표(환경 5개), ② 해외 프로젝트용 사회 지표 수집 프로토콜(9·10·11), ③ 6.4.1(물 이용 효율)·13.1·15.3에 대한 동일한 대응표.

Abstract — The official indicator for SDG Target 2.4 is 2.4.1, "the proportion of agricultural area under productive and sustainable agriculture." FAO measures it through a farm-level survey that grades eleven sub-indicators on a three-level scale and aggregates the result by area. This note asks one question: if a controlled production unit (AgDome) is treated as one agricultural holding, how many of the eleven can the operating system (AgOS) answer without a survey? The answer is that sensors cover the five environmental sub-indicators, contracts and ledgers the three economic ones, and the three social ones still require people and documents — and that boundary is exactly what AgUni must work on next. Every figure is labelled by kind: design specification, operating record, research-team trial, or estimate based on operating data.
I. The problem — the difference between "did resilient agriculture" and "expanded its area"
In the first note in this archive, recording the April 2025 APEC workshop in Ha Noi, we wrote: SDG 2.4 does not ask whether resilient agriculture was done; it asks whether the area under resilient agriculture grew. We left the conversion method for a later research note. This is that note.
The problem is simple. Companies report in their own language — yield increase, energy savings, pest incidents. States report in UN language — the area share in 2.4.1. Without a translation between the two, a company's results never enter national statistics, and international bodies have no yardstick for what the company does. For a company seeking a place within international conventions and initiatives, the first task is to show it can measure its own unit with the UN's ruler.
II. The FAO methodology — how 2.4.1 is measured
The unit of observation is the agricultural holding. Each farm is assessed, not a national average. Data come from a standard farm survey; FAO provides the questionnaire and the enumerators' manual.
Eleven sub-indicators across three dimensions.

Grading and aggregation. Each sub-indicator is graded per holding as desirable, acceptable or unsustainable. Countries report, as a dashboard, the area share of holdings at "acceptable" or better for each sub-indicator, and the area share of holdings judged sustainable overall as the 2.4.1 value. The indicator does not count good farms. It counts the area that passes all eleven conditions at once.
III. Evidence — the figures this note uses, and what kind they are
Before grading, the grade of the evidence. Four kinds of figure are used and not mixed.
(A) Design specification — AgDome standard unit (1,000 pyeong). 100 m × 34 m × 17 m (internal 94 × 30 × 15 m; floor 3,300 m²); positive pressure 0.8–2.5% above ambient (15 mmHg normal, 25 mmHg maximum); design wind 128 km/h; temperature range −40 to +60°C; double-skin PVDF-coated membrane (tensile 2,000/1,200 N/5 cm); eight 8,000 CMH × 7.5 kW blowers; geothermal-duct heating and cooling; triple-stage air filtration; 60 kW backup generator; 20–25-year durability; column-free structure. Soil-based multi-tier modules (Growide) up to 5–10 tiers, with root-zone pressurised aeration and sub-irrigation.
(B) Operating record — AgUni Valley, Hwaseong, 26 months of commercial operation since 2023. Per 1,000-pyeong unit: energy cost KRW 1.5–2.0 million per month — 30–40% below a comparable glasshouse from the insulating double air layer alone, about 70% once the geothermal-hydrothermal hybrid heating and cooling is included (AgUni consistently uses the conservative 70%); two full-time operators, up to ten at harvest peaks (about 47% below the 15–18 of a comparable glasshouse even on a peak basis); no chemical pesticides and zero pest incidents; summer peak 45°C (80°C in unventilated plastic or glass houses); CO₂ above 300 ppm at 10 a.m.; the same structure reproduced three times. Since 2025, daily environmental records (external, internal, inter-membrane, root zone) have been kept for all four blocks.
(C) Research-team comparative trials — Hwaseong, 2024–2026. The crop-research unit standardised a treatment/control data structure (eleven item groups: crop, seed, cultivation, growing conditions, soil, nutrient solution, light, air-pressure treatment, growth, harvest, notes). Trials that can be disclosed:

(D) Estimates based on operating data — unit output model. Using 900 pyeong of effective cultivation area in a 1,000-pyeong unit, ten tiers and six cycles a year, the purslane model yields 270 tonnes per unit per year (50 g per plant × 100 plants per pyeong × 900 pyeong × 10 tiers × 6 cycles). The figure has to be read on two levels. On a single-layer, same-cultivated-area basis, 1.5–3 times open field — the effect of environmental control alone: a 6–10% shorter cycle, higher yield per plant, and year-round cycles unbound from season, the same basis as the "150–300%" AgUni has used. Adding the tier effect, on a floor-area basis 3–6 times — a wide range because it depends on crop, tier count and current utilisation (about one-third of design capacity); the "1.1–6.4×" in earlier materials is these two levels folded into one span. Growth acceleration rests on two separate pieces of evidence: the treated-to-untreated gain ratio in the wasabi trial in (C) is 1.2–1.4× by indicator, while the "about 1.8×" AgUni has cited comes from the root-zone aeration trial on a medicinal crop (publication pending) — an honest statement is a 1.2–1.8× range depending on crop and indicator. Water use −38% (sub-irrigation and recirculation) and 1,000–1,450 tCO₂e per unit per year (D-MRV basis, methodology under co-development) are design targets.
(A) is engineering specification; (B) internal operating record; (C) research-team trial; (D) estimate. In the grading below, (D) is not used as a basis.
IV. Mapping — treating an AgDome unit as one holding

On the denominator of sub-indicator 1: using floor area overstates productivity relative to open field; using cultivated area (summed tiers) blurs comparability. AgUni proposes floor area (3,300 m²) as the denominator, with cultivated area reported alongside. The conservative choice buys trust in international reporting.

These three are the central finding. However precise the technology, the social dimension of 2.4.1 can be answered only by people and documents. In any country, an AgDome unit contributes to national 2.4.1 only if the local operator's wages, that household's food situation and land rights are recorded with it. This coincides exactly with why AgUni places a local owner as project sponsor overseas: item 11 passes only if the owner is local, and items 9 and 10 mean something only if the operator is. The Ulaanbaatar field report's question — who can remain accountable for the land's condition, productivity and shared value over time — is this indicator in other words.
V. Result — how many of eleven

Seven of eleven can be answered from the unit's own records without a survey. Two need a translation rule; two need people and documents outside the unit. The ratio shows exactly how far controlled-environment agriculture can contribute to a national indicator, and where social design has to begin.
VI. Implications — three
First, a unit can be a "survey-free holding." The weakest point of the FAO methodology is data availability: FAO trained 134 officials from 27 countries in 2022, yet only a handful of countries could report even partial data in the first cycle. A unit whose operating system automatically records seven sub-indicators is, from a national statistics office's point of view, an observation point that fills 2.4.1 without survey cost. This is the practical meaning of the "MRV-ready evidence infrastructure" AgUni proposes to governments.
Second, expanding area means replicating units. Because 2.4.1 is an area share, one unit passing all eleven barely moves the national figure. What moves it is the number of passing units — which is why standardisation and replication are conditions of impact, not marketing. "The result of the Hwaseong unit becomes the baseline of the next" is not a slogan; it is the arithmetic of 2.4.1.
Third, the social indicators decide project design. That items 9, 10 and 11 sit outside the unit means the equity, employment and land structure of overseas projects must be designed to 2.4.1 from the start. Local ownership rather than technology transfer — a matter of the indicator before it is a matter of ethics.
VII. Limitations and next work
- This mapping is AgUni's own interpretation, not validated by FAO or any statistics office. The practice-grade translation for items 6 and 8 and the denominator for item 1 require agreement with national statisticians.
- The trials in (C) are in-house with small samples (eight plants per group). They will be updated in v1.1 after academic presentation and third-party review. The multiples in (D) vary widely with crop, tiers and utilisation, and are therefore given only as a 3–6× range.
- The operating record in (B) is internal and not yet third-party verified. Once D-MRV integration is complete, it will be updated with verifier attribution.
- 2.4.1 is a national reporting indicator; a company cannot "achieve" it. This note argues a path of contribution, not attainment.
- Next: (i) a sensor-value-to-FAO-grade translation table for the five environmental sub-indicators; (ii) a social-indicator collection protocol for overseas projects (9, 10, 11); (iii) the same mapping for 6.4.1, 13.1 and 15.3.
